Put water on your GPU while playing a heavy load game, you'll be steaming in no time.

I just wanna point out before anyone does this, this is a joke. Don't pour water on your GPU, that's how you kill components.

Aside that, if your internet is terrible, you're not gonna be streaming in general. You're better off putting that $500 into upgrading your current computer, or towards getting a better internet plan (though that might not always be possible)

twitch can't even do 1080p without looking bad and having artifacts, most people opt for 900p for twitch. But anyway, $500 isn't too much for a desktop unless you go with the absolute bottom tier stuff, and even a GT 1030 is 100+ new.

Make sure your internet can handle it first, I'd shoot for a minimum of 10mbps upload from your ISP to livestream without noticeable lag at any decent quality.

If your internet is fine, then I'd recommend heading over to facebook marketplace and buying a used gaming laptop or used computer. There are plenty of used 1650 laptops near me for around 500-600usd. Now you can use a USB capture card, or use NDI ethernet as your means of capturing.

My Internet isnt terrible but i compete and team with east players teams so I usually get 70 plus ms servers and if I stream It’ll most likely double

So your goal is to stream. But if you stream you'll have a worse ping.

You do realize the circle you're in? E: It doesn't matter what you stream on, the connection is affected all the same. Just stream on your existing PC if you plan to.
