Those are stupidly overpriced

 

i wouldn’t get any of those options, however down to your original question: stick to 3200 and 2 sticks. There’s not a massive benefit over getting 4 and 3600 tends to be hard to run depending on your board and cpu.

is timing better compared to frequency for gaming based on your recommendation?

I wouldn’t be focussing on just one, they’re not independent of each other.
 

if you’re willing to spend that much money you should get something tightly tuned with a decent frequency. 
 

3200 C16 is what I would recommend.

3200 C16 is what I would recommend. 

What's the downside of having 4 RAMs vs 2? I really want the looks of 4 sticks.

Then go for it. Just that you’re paying more for a very minor change in performance
