Low GPU and CPU Usage in games

Hey, i've been playing some Fortnite recently and I've noticed that my GPU isn't using more than 50% of it's potencial. I've tried everything, like turning off vSync EVERYWHERE, i've set the "prefer maximum performance" in nvidia and nothing changes. Can you help me? My specs are:

RTX 2060

i7 8700 3.2 GHz

16 GB Ram 3600 MHz Kingston Fury

So mainly I play with low settings, but with long distance in epic and in DX12. And fps is around 100-130.

Does the card need to work harder? It won't work harder then it needs in games and applications. Do you want more utilization of the GPU in the game you need to use higher graphic settings.

I mean if i go with higher settings fps will be the same with higher utilisation, I want more fps to use my current monitor, 165hz. That's my problem.
