So I got a used CPU on ebay and it works kind of fine unless I tried to launch any network related apps then the app crashes or simply doesn't pick up a signal in steam for example it shows me that I have download queued but it's not installing them due to some network issue and as for discord it doesn't work at all even the browser crashed some times on me the whole pc gets some weird errors when I use it some might ask what if it wasn't the CPU I'm nearly 80% sure it is since I have another one beside this one and it works like a charm but the moment I try to use this one the whole device starts to act weird so idk tried to fresh install windows 10 and 11 tried to reset the bios both form the settings and CMOS and tried updating it and yet nothing worked

The CPU doesn't have anything to do with networking in-and-of-itself. The only part of the CPU that could cause such an issue would be the IO portion that actually communicates with the network interface, like a bad PCIe lane connection with the chipset. Have you noticed any other issues with connected devices? Have you tried switching from Ethernet to WiFi (or vice versa) or putting in a USB or PCIe networking device and seeing if the same thing happens?

Have you updated the BIOS? Is the new chip actually listed as compatible with your mobo? Networking is not on the CPU at all… as stated above maybe there is a bad PCIe or chipset bus issue happening, but I would think that would result in way, way more issues then just networking being wonky. 
 

Make sure BIOS is updated and make sure the CPU is actually supported by the mobo.

Z370 updated it reset it tried everything yet the problem was never solved until I changed the CPU

Yes and yet nothing worked out for me but changing the CPU
