FPS drops when using media buttons while gaming

So i just went back to League of legends with some friends, and got in to a game. While loading the game, i watched a Youtube video. When the game started, I used the play/pause media button on my keyboard to pause the YouTube video, as to not have to alt + tab out of the game to pause the video. as soon as the video paused, the game got some noticeable stuttering and fps drops, before returning to normal about 5-10 sec after actively doing something in game. Later i decided i wanted music, and used my media buttons to start music on Spotify, and again, the stuttering/ fps drops occurred for 5-10 sec. The stuttering would also immediately stop if i alt+tab'ed out of the game and in to it again.

I then tried using different screen formats (full screen, windowed borderless, bordered) and it would still occur. Running on windows 10

I have checked if it might be a RAM/processor/graphics cards issue, but this is not the case, as I sit at under40% RAM utilization and sub 10% CPU and GPU utilization.

it feels like my pc sets the game to lower priority and purposefully uses less resources on it. Any pointers from the PC gurus?
