I've built a new pc and it wont post, the power button blinks in a cycle of 8 seconds.

The parts are, Motherboard: ASUS z690-p wifi D4, CPU: Intel i5-12600k, GPU: Nvidia GeForce gtx 1070, RAM: Corsair vengance pro 8GB*2 3200MHz, PSU: Corsair RM 850x, M.2 SSD: WD Black SN850 1TB

I looked in the manual for the motherboard and saw that the blinking meant that it didnt find a boot device so I replaced the m.2 with one from my other pc still didnt work, I've also tested my GPU in a different computer and it still worked. I have also taken out one of the ramsticks and switched the posistioning of both and I've reset the cmos. The pc powers on, all the fans are spinning and all the lights are on.

I think the motherboard feedback is the powerbutton blinking, I read on asus website that if the light is on for 4 seconds and off for 4 seconds it means that it cant find a boot device but i've replaced the m.2 so i dont think thats the problem.
