Strange flickers on monitor when I upgraded to 3070ti

So I finally got my hands on a 3070ti and was really excited until I noticed these micro second flickers that would happen. In the video attachment it occurs near the start of the video so its easy to miss but I have screenshotted it. It doesn't show up during screen recordings like with shadow play so I'm more on the idea that its an display issue more then GPU but just incase im currently using my 1060 to see if it occurs but also just in case im making this post just incase someone else has this issue before and can identify what could be going wrong and if the GPU is the issue its not big deal as I can just return it to my local microcenter especially since microcenter extends items bought during the holidays

RAM: 4x3200Mhz 8GB Vengeance RGB ram
Storage: 2x4 TB Barucuda HDD + 1TB 970 EVO+ M.2 SSD
PSU: Corsair RM850X
Case: Lian Li 0-11 Dynamic
CPU Cooler: H100i XT
GPU: ROG Strix 3070ti (currently EVGA 1060 6gb while I troubleshoot)

Oh yeah outside of swapping GPUs for troubleshooting I've always done full DDU wipes every time i had switched GPUs ( I also did one a couple hours before the video was recorded) so I believe this wipes out a possibility of it being a driver issue
