The OS allocates certain amount of your storage (preferably SSD) to work as RAM in the event that your memory goes beyond the available memory (in  your case 15.9 Gb). So that is perfectly normal. 
Now coming to the Gb use of ram.
Right click on the memory option of your task manager and change the resource value of memory to percents.
That way you can see how much memory each process is using. 
If there is any discrepancy, you can spot it more easily this way.
