GTA fps issues

Hello i just got back into gta and my fps seems a bit wierd, when i have max setting the fps is 60-80 when i have everything lowest its the same, same with if i turn on and off vsync even tho i have a 240hz display.
My specs are GTX 1660S i5 11400F and 16gb ddr4 dual channel. Help would be great :D
