I've been struggling to find a good free software that allows me to draw on a blank sheet with a stylus, and also allows me to drag and drop images which I can then draw over. I've tried GIMP, but I think that's more geared towards editing since every new thing added is a layer which means when I zoom in or move the window around, it moves the layer instead. It also draws when I touch the screen, I'd like it to only draw when I use a stylus.

I'm currently using Drawboard PDF free which has most of what I'm looking for but I can't drop an image into it and then draw on it.

I think Microsoft has a whiteboard app but frankly, I don't want to have to login to a Microsoft account just to use it.

Microsoft Word kind of does what I want but it's very quirky. I usually deselect "draw with touch" but it randomly decides to enable it often which is annoying. Also, selecting and moving images around is terrible.

I think I tried that recently and had issues but will give it a shot again

I remembered why I couldn't use it before now that I tried it out again. It's because it freaks out when I attempt to draw. I've tried some fixes but couldn't resolve the issue.
