That picture angle makes this very hard to determine specifically what that is but even if it is an RJ-45 connector, you need to know if its properly punched down to CAT5, where the CAT5 goes and if its connected to your router properly on the other end. 

 

If you can confirm that, yes you can use it.

Unscrew the faceplate from the wall will tell you if anything is connected to the port. As far as seeing where the wire goes, generally there will be a central point in the house where all the network ports go. This might be in a closet or in your mechanical room.
