this is my first build so i am still debating on intel or amd 

the most important thing while building a pc is the price and performance

Something like this'll do. For 650 there is no room for a graphics card though, unless you go down to the bare minimum CPU and 8GB RAM.

Don't build if your budget is that low. Nobody ever recommends building at this low end of a budget as you only end up getting cheap low quality parts whos only advantage is being new. Buy an already assembled used rig made with better parts.
