Bad ping..

I've written a thread on this before, but I'm having trouble with my ping.

 

I have a gigabit fiber connection but my ping on a speedtest gives 30ms ping.. but if I do a traceroute I get 3 ms..? Would this be a routing problem or a modem problem?

My ping in games are 50ms to 80ms and that's a lot considering the timing of the traceroute. Any ideas?
