Strange mouse pointer problem…

Never seen this before but as I’m playing a game my mouse pointer will not work on the bottom third of the screen.  It works just fine on the top two thirds of the screen but as soon as I drop the pointer down below a certain point it switches from the larger, stylized game pointer back into a generic pointer and will not be useable in game while it is on that portion of the screen, works just fine if I bring it back to the top portion of the screen.  Any idea what could be causing this?  I have a little video of it if my explanation was unclear at all.  Any help would be appreciated.
