It entirely depends on the fans. I run my BeQuiet Pure Wings 2 140mm fans at 800-900RPM and they're silent but you can't really take much from that since they're entirely different fans. If 1250 RPM is too loud try 1000 RPM.

Just curious is the default 3080 fe fan curve bad? My custom curve always seems to get really loud. And I am thinking of just going back to the default.

I've never liked default fan curves on graphics cards. I always set custom curves. You really just need to tweak it a lot to get it to where you want it. Try to use gentle increases in fan speed instead of just having it jump from 40% > 60% (for example) otherwise it can be very annoying hearing it ramp up and down as it bounces around that temperature, more annoying than if it was just running at 60% constantly.

The point of diminishing returns depends on how much cooling is needed. Depending on where the fans are used and what needs cooling, the quietest configuration varies and is usually not running all fans at a static rpm.
