Inconsistent FPS/Dropped Frames after upgrade to RTX 3070

Hey good folks,

 

I am very much aware that this is a tall order when it comes to troubleshooting, but here I go anyway.

 

PC Specs:

  • OS: Windows 10 64bit (Build 19043)
  • Mobo: Z490 Gaming X AX
  • Bios V: F21a (most recent as of this post)
  • RAM: 32 GB @ 3200MHz
  • CPU: 15-10600k
  • GPU: EVGA GeForce RTX 3070 FTW3 ULTRA GAMING
  • GPU Driver V: 496.49
  • PSU: 750 Gold Cooler Master
  • Storage: XPG GAMMIX S11 PRO
  • Monitor resolution: 1440p @144hz
  • No part is overclocked

This is going to sound rambly, but in my mind it doesn't make sense why it's happening.

I just upgraded from a 1060 with which I did manage to barely play Cyberpunk 2077, and had no issues playing World of Warcraft Classic. Since upgrading however, i get random FPS drops in WoW and almost consistent bad FPS in Cyberpunk.

I don't have any weird extra programs running. This happened with everything closed down, but I usually have teams/slack/outlook/steam/blizz launcher opened in the background.

Attached image is with all settings in CP2077 at High (RTX Med). Values do not change if I go to high.

 

World of Warcraft Classic:

  • Random spikes from 144 FPS down to 7 FPS (gradually) and then back up again
  • Consistent 30 FPS while corpse running
  • Just looking a building without changing camera angle, FPS would yo-yo between 144 and <20 sometimes
  • Going from 10/10 Graphics settings to 1/10 did not affect FPS/symptoms in any way

Cyberpunk 2077:

  • 5% of the time the game plays just fine. High Settings, Ray Tracing on Medium and getting good FPS
  • 95% of the time i'm at 15-20 FPS no matter what graphical settings I choose (RTX On/Off; High/Med/Low; Vsync On/Off)
  • If I have the game minimized and alt+tab back into it I get optimal performance, and after 5 seconds it drops back down

Fixes attempted:

  1. Updated BIOS to latest version (From F2 to F21a) -> NO impact
  2. Set nVidia power management to maximum performance -> NO impact
  3. Used DDU before installing fresh GPU drivers for my new GPU -> No impact
