3 different external hdds turning on and off.

Hi guys,

I’ve run into a weird situation. I tried using external hard drives and they didn’t show up. I tried different three, with different cables and on two different PCs. They show up for a second and then they restart over and over again. 
Does anybody know how to solve this?

Are you plugged directly into these PCs? Or are you using a USB hub of some sort?
