Does using the resize affect performance in games?

I am using a 1080i Tv and currently using it as a monitor for my new build and i am wondering because i notice frames per second changes when i resize it to fit the whole desktop to the screen since the Tv got things like this that blocks the whole view of my whole screen.I resize it to fit my screen,I need either a monitor or a tv that actually does 1080p without any re-sizing the screen.Also i am using the GTX 760 and the Graphic card works great. I need some recommendations for a Tv or monitor for around 300 to 400$

A decent 1080 monitor doesn't have to be that expensive. LOL save up a bit more and maybe buy a decent/good asus monitor and get a second 760.

Just buy an 1080p monitor and spend money on something else instead.

It's hz, not ghz. 1ghz = 1,000,000,000hz
