I'm merely providing troubleshooting steps you can take to narrow down the issue. Totally up to you if you want to do them or not though.

Jitter measured how? All site/service/servers, or just some? Which devices experience it? Wifi or hard wire?

Be sure to QUOTE or TAG me in your reply so I see it!

Since you indicate the router needs to be restarted to fix it, bypass the router by connecting your devices directly to the Sercom (appears to be DSL?) modem, then re-test. If the issue goes away, bam, your Zyxel router is the problem and needs to be replaced with something better. If the issue continues, more testing made be required to determine if it's your ISP, the Sercom DSL modem, or just certain devices on the local network.
