Running Windows 11 should not have any impact on RAM stability. 

I tried resetting cmos but still won’t boot with new ram

try 5-10 minutes, press the power button once or twice to help clear any charge out. the issue isn't caused by win11, it's either doa ram, bios settings, or compatibility issue.  what is the exact model of the mobo(amazon link doesn't list board), and what is the exact model # for the ram kit? how many sticks is the new kit, 1 or 2?
