Just finished my new build - 12700k with a Corsair H150i cooler, Asus Z690-a (updated to latest available BIOS) and 3600MHZ DDR4 Corsair 2x8GB RAM. Temps are all normal, stressed and idle.

By default the system runs fine. When I enable XMP I, the PC doesn't POST. The red LED for CPU comes on then the orange one for RAM. This cycles 4-5 times before it does POST in safe mode.

Not exactly sure what my next move is? I guess try manual overclocks or increase the voltage to the RAM?

Not sure if it's significant, but one observation; the RGB on everything turns on when i turn the PC on, except for the RAM.

Yes on both, input the speed on the box manually and increase the volt.
