Other details (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc): Already have a RTX 2080 and a 750W PSU

 

what CPU and MoBo would pair nicely with a RTX 2080? Looking to build a new PC for my sister and already have my "old" 2080 and a 750W PSU for the build, RAM and storage I can get from a local store, but Im not too sure what CPU would pair best with a 2080 and 750W PSU.

At this budget you should be able to fit a 5800x + a decent b550 board like b550 tomahawk, b550f gaming, b550 a pro, etc.
