Asus 2070 Turbo no signal

Recently got a used 2070 Turbo card looks fine but when I turn my pc on there is no signal out not movement in the blower but the card lights up. Case, Cpu fans and RGB runs

 

Things I have tried:

Reseat Card and connections 

Try a different monitor

Try card in another computer

Try removing ram before starting up 

 

PC Spec 

Windows 10 aug 21 

Intel I5-9400f 

2x8 2666mhz ram 

Seagate 1tb HDD bootdrive 

Sabrent 1tb m.2 SSD

Gigabyte 390ud f9 bios 

Corsair vs650w PSU

If you tried the card in a known good machine and there wasn’t a driver problem I suspect the card quite strongly. Drivers can be a thing though.
