I have a old computer running dual core intel corre i3 3240t and 8gb of ddr3 dual channel memory. I am buying a new pc next month so if i repurpose it will it be able to perform as a home media server. For streaming content and storing data. I have only 2-3 users at a time.

Yes, that should be fine. You could use something like Plex to do that. You'll want to make sure you have good storage though, but that's easy enough.

don't take this the wrong way but are you familiar with google? heck even the search function on this forum. Your exact question has been asked maybe 100 times. You have to be willing to spend the time to learn, no one can do it for you. You have to decide what OS to run for one thing, I would suggest windows for simplicity and others will suggest installing somethign like truenas. If you search for any of the countless guides on how to repurpose old hardware for your desired purpose, you will get an idea of your options and what might work best for your intended use case. best of luck.
