as you guys can see my ram is always at 3.2 and above in usage even in idol. I have corsair 16 GB ram stick (8gb x 2 ) which are at 3200mhz.

Now my problem is that first of all it is always using 3.2 GB and more even at idol and only 10.8 is available for use so for my 16 GB kit I am only using 10.8gb or less . can you guys tell what should I do b'coz my friend's pc is only using 2.8gb of ram and that too its showing 2.8/16.0GB and you can see on left side under memory its showing only 3.2/13.9GB .

I am really confused

Quite frankly I wouldn't worry about the idle numbers, it's kinda dependent on system specific stuff. I'm pegged at 5GB ram usage when idle just because I have lots of stuff that runs in the background but I have 24GB total so it's not a huge deal. As far as why 10 GB is only available, I have no idea.

Perhaps related to the GPU or an iGPU, if the system has an iGPU it will directly use system memory for operations. Could also be due to Above 4G decoding being enabled in BIOS or UMA Frame Buffer Size being too high. There's a litany of reasons why this could be occuring, none of which are really that alarming.

Personally I would not worry about this. Windows does a pretty good job of RAM management, and with 16 GB of ram you shouldn't notice any slow-downs in most applications. There are certain services you can disable to free up some RAM, but the difference is hardly noticeable.

This is normal windows ram usage,  you can try Linux.

Ps: the only issue you have, which you didn't mention (?) is 2.1gb of your ram hardware reserved... it could be a bios setting for the igpu but other than that idk.
