xfx has a nice feature of being able to just hotswap the fans. And both fans don't spin in one slot. Aliexpress has old asus dual coolers for 30$, which uses the same reference board as the xfx cards.

i ghettoed mine in the older days, had a HD5870 that failed, tore the shroud off, and hot glued 2 80mm fans onto it, worked like a charm and made the card even cooler.. (had some strips mounted as security)

 

today i would 3dprint a mount, and use 120mm fans, would be lower noise, lower tempetures if done just a bit right.
