Psu:EVGA 450 BR 100-BR-0450-K1 450W ATX12V / EPS12V 80 PLUS BRONZE 

And i play at 1920x1080 and i dont know how to find the refresh rate im a hardware person not a software person

Refresh rate is a hardware thing :p. Pretty simple to find. Just right click on the desktop -> display settings ->scroll down -> advanced display settings and at the bottom you can see it. That or you just give the monitor model nr.

 

Either way a 950 being able to play those games at 1080p low-medium 60fps is not a surprise especially for gta V.

 

Psu wise I wouldn't really push past a gtx 1650 ti. No gpu is bang for the buck right now and the ones that do offer a good bit of performance for the money on the used market are outside of your psu's range.

 

What are your other specs however?

your gonna die laughing LGA1150 Intel(R) Core(TM) i3-4130 CPU @ 3.40GHz   3.40 GHz DDR3 16GB of ram total

I mean at this point you'd want an entire system upgrade as that cpu is for sure holding you back too especially in horizon 4.
