My friends internet is very slow. If i ,for example, take his hard drive and put it in my pc and then download games to it (from steam and xbox app) and then give it back to him, will he be able to play those games

Technically, if either of you are savvy enough to repoint Steam to already installed games, yes, absolutely. 

 

Xbox App games though, i'm going to say no. The way the Xbox app downloads and stores games, you're not going to be sharing them.

I read the question wrong at first.

 

This is coming from first hand experience with this. The absolute easiest thing for him to do would be to being his whole pc over to your place and download them.
I attempted this last year when I was at my parents and their internet was super slow and I could never get it to function correctly due to licenses and stuff.

yes this is 100% possible. I always do that in a similar way, i copy games over from one PC to another. For Steam it usually works pretty well. Usually.

Yes, for Steam.  A buddy does that with an external drive all the time due to living in rural Texas.  Not sure on Xbox apps though.
