First you start with getting a pc. Make sure to get a high end gpu because well the lower end card you get the less to no water cooling parts exist. For nvidia the cutoff point is the 3070 and for amd the 6700.

 

Then well you can buy kits from all places. But I tend to just go to alphacools website and get the basics I need which are:

 

Tubes

Fittings

Pump

Reservoir

Radiator

Cpu block

Gpu block

 

And then well you kinda just connect it up, fill it up and be done.

I'd personally argue the cutoff is closer to a 3080 and 6800XT, but that's just my optinion. 

 

As for where to start, the EK configurator gives you a great starting off point. It tells you what parts you need to get for your build, what can fit in your case, how much radiator you need (though they do tend to underestimate that figure IMO), and all the tools you'll need if you're doing hard line. They then add all the parts to your cart, and you can check out. I wouldn't necessarily buy all the parts from them, since they do tend to be a bit expensive for what they are, but they make very high quality stuff and they're one of those brands that if you see their name you can trust that it will be high quality. There are other sites to buy stuff from however, Performance-PCs.com is where I buy most of my water cooling gear, and there are a number of other websites that specialize in this kind of stuff.

Oh I was talking about easy to find blocks for the cards. Yes there is one 3060 block that fits on a very select amount of cards but the block is pretty mediocre and it's basically dumb luck that stuff aligned to make it compatible since it's orignially intended as a 3080 block. It's a byski one I'm referencing here.

 

I also agree that you should only consider a loop with high end hardware otherwise it would be silly.
