My specs

i7 4770k

Gtx 770 2g

32g ram

Msi z97-g55 sli

im trying to find a decent upgrade around $400. I know anything I buy will be better than what I have. Just looking for 1080p 3 monitors. Nothing crazy. Seems like the prices on gpus have gone up. Getting 30 fps on New world is driving me crazy.

Normally you should be able to get a 3060 Ti, but now the best you can get is 1660. That should give about 80-90% more performance. If prices are somewhat decent maybe you can find a 2060. You could also look for a used 1080, but there are a lot of scammers so I don't recommend this option, and 1080 performs similar to 2060 while having less features.

I can’t find any 1660 for a decent price. Their all around 600-800. It’s crazy. It seems it’s easier to buy a pre built, switch gpus, and give my wife the pre built haha.

may have to buy a used card like you suggested. Just never know how someone has treated it.

Yeah that's bad. Maybe a used 5600 XT? Should be faster than both the 1080 and 2060 as long as you have the updated vBIOS and the games you play are optimized for it. Honestly I don't know if it's worth the price difference, and I would say the 2060 is best if you find one for a decent price, because while performing similar it also support new Nvenc, DLSS and ray tracing (though I wouldn't recommend using that last feature with it).

Seeing that prices have gone up on gpu. I’ve decided I want to spend up to $650. What is the best bang for my buck?

I found a 1660 ti for $680.

and a gtx 1080 for $660

The 1080 would give you better performance for that amount of money. It has the older encoder, but if you aren't encoding video and the 1080 is in good condition, I would buy that. Shame both are still so over priced.
