disordered/dead pixels

Hi!

 

So i have some unique kind of problem and i searched internet and didn't find any solution, i clean installed drivers it didn't help either i also reinstalled windows and that too wasn't of any help...

so the problem is that every first program i open game, browser, game client it doesn't matter what at long as its the first program after boot, anyway its gets those disordered pixels shown on pictures below im really kinda out of ideas here so im hoping someone cold help.

my system: 

1950x ryzen threadripper, 

2080ti msi lightning edition,

32gb hyperx ram memory,

Msi meg creation x399,

inter tech great wall 1200m,

have you tried plugging your gpu to a different monitor or a tv to see if those disorder pixels still pop up?
