Low fps rust 3060ti

Hi guys, I have a problem with Rust, I don't understand why he gives a low frame rate on my system, a video card on average 40-50% load and an average of 50-80 fps at 1440p.
Fps does not depend on settings, only GPU load changes.

System specs:
CPU: i7 7820x (OC 4.8Ghz (Mesh 4.6))
RAM: Crucial Ballistix Sport 3200 (OC 3800(quad-channel 8x4))
Motherboard: Asus TUF x299 mark 2
GPU: 3060TI giabyte viusion (OC +120 core(+1000 mem))
