Lenovo SR630 Networking Nightmares

So, at the office, we've got a problem, and it's frustrating us to no end, and no amount of google wizardry, or anything else is fixing it.

 

Problem:

 

When performing network transfer / activity (file copies, GP Updates, internet browsing / downloads, or even just logging in sometimes) network activity over the onboard gigabit LAN ports will slow to a crawl / stop.  (Local LAN transfers will slow to sub 1k/s when other servers still have full speed access to the same target file server.)

 

Troubleshooting done so far:
Tested on Server 2016 and 2019 (more than once each)

Tested with PCI-E Intel Server NIC.  (T350 I think?) still did the same thing

Have tested with Lenovo drivers, multiple versiosn

Tested with Intel Drivers direct from intel's site

Opened support ticket with Lenovo, 
Tech came onsite and swapped the LOM (their onboard NIC) as well as mainboard

 

Still doing the same exact thing.  

 

We've tested all sorts of solutions, but at best they make a change for a day or so, and then the transfer problems resume.

 

Any thoughts?  Or do we turn this thing into a boat anchor?

Id give linux a shot to see if its a weird linux only issue here.

D-Link Gig Business Switches.  Have tried different cables, and switches.

 

I suppose a boot USB into linux is worth a shot....

plugged it into a random (old) trendnet gbit switch that was sitting on the shelf.  Windows didn't notice a difference, still had transfers die out.

 

so far ubuntu isn't slowing down, but I'll give it some time and then retest
