Asrock b450 steel legend no post

Hello everyone, I just built a pc with some older parts, and it is not posting.

 

At first I was getting no video output; then I attached a speaker and i did not hear any beep codes.

 

The motherboard does light up and the fans spin.

 

Note: I am aware that my cpu does not have integrated graphics.

 

My specs are:

Case: corsair icue 220t

Motherboard: asrock standard-atx b450 steel legend

Cpu: amd ryzen 7 1700

Gpu: rx580 oem

Ssd: wd Black sn750 500gb

Psu: evga supernova 650w

Crucial - DDR4 - 16 GB - DIMM 288-pin - 2666 MHz / PC4-21300 - CL19 - 1.2 V - unbuffered - non-ECC

 

The ram, cpu and gpu were originally in a dell gaming pc.
