Question about rooting.

Looking to get an android phone and found a good price on it but its locked for at&t. my question is, will rooting it make it international/unlocked or will it still be tied to at&t? 

 

pretty sure it will make it unlocked but im not about to spend all my money without knowing for sure.

Two different things. Rooting gives you SuperUser access to change otherwise restricted files inside of the phone. Unlocking allows you to use the phone with different carriers.
