GPU Utilization is lower then CPU Utitization

I've been running into an issue that been a while and looked through forums and havn't had any luck. Hopefully this community can help.

My Build is

i7-9700k OC to 4.7 (stable 50 ~ 60 Temp)

2080ti EVGA n/a OC

2 Tb Intel SSD N.VME

Asus HERO VII ( I think)  

750W Corsair

Monitors (Don't know if this helps)

 

LG 2k 144Hz HDR 32in

Dell 2k 144hz 27in

My issue is anytime I run any game my CPU eat 70%~90%+  while my GPU only does 20%~30% on any game i play. Shouldn't it be the other way around? Please help. I'll try to explain as best as possible

Im also a stream that's why im bring this topic up. Games run perfectly fine at 144Hz but when i try to stream it's almost impossible with shutter and chops. I've done the encoding correctly to do little to nothing on CPU due to my CPU is capping at 100% almost all the time.

task manager wont show gpu utilization. if you want to see gpu utilization use msi afterburner with a skin that shows gpu utilization like this. I have low gpu usage because im only on the desktop with chrome open and nothing else.

Go into the performance section of Task Manager, scroll to your GPU, and take a took at all the metrics your GPU reports. Click the little arrow to the left of the titles:

You will get a menu of metrics your GPU reports:

Since GPUs report all kinds of data, your overal utilization will actually depend on what you're using the GPU for. Windows tries to make estimations about overall "usage" to show you in the Processes menu, however it's impossible to combine summarize all of those numbers accuracy since most modern GPUs actually have different types of processors built in that all work completely independent. For example, using your GPU to to video encode is a physically separate part of the chip compared to the 3D processing, which is separate from the CUDA processing, and so on. These diffferent components can run at 100% utlization while the others are at 0, or they can all run at 100% at the same time.

 

There is another reason you show low utilizatiuon:

And that is FPS limits. If your GPU is capable of pushing out more frames than your monitor can display, it will...unless you use some kind of frame limiter/syncer such as G-sync, Freesync, V-Sync, a simple FPS limit, or similar. A great way to tell if this is happening is to install an in-game FPS monitor, or try turning up and down your games visual quality settings and see if that effects your usage. Lowering the quality should make it easier for the GPU to push frames, so with a frame limiter the GPU will show even less utilization compared to using ultra settings.

 

Every game is different, every system is different, but these are two of the best reasons I can imagine your GPU would be doing this.

 

Frame LImits ARE NOT BAD. 

They are designed to 1. Promote visual quality by reducing screen-tearing 2. Prolong the lifespan of the GPU 3. Run the GPU cooler 4. Produce Less heat when it's not necessary 5. Draw less electricity from the wall which saves money, is good for the environment, and saves your PSU some effort.

 

The only reason you would want to NOT use a frame limiter is in highly competitive gaming where latency MUST be as low as possible. There are situations where pushing many many more frames than your monitor supports can reduce frame times.

So i've been testing stuff and so far it still keeps putting priority  on CPU and not on GPU im installing Afterburner to show those specs maybe that might help. all of my setting are on G-Sync for FPS (both monitors came with G-Sync)
