A 10700 or 11700 would be a much better value than the 11900, and are a decent amount cheaper. More than likely, in a strictly gaming workload, you won't notice the difference between them anyway. In production you might notice a slight difference, but nothing too large, and probably not worth the extra cost.

You are thinking about the i7 right ? i do use premiere pro and i stream on twitch alot too.

Yeah, I was talking about the i7s. The 11900 is basically a slightly higher clocked i7, not a real i9 as it is advertised as. If you really want an i9, go for an i9 10850k or an i9 10900, since they'll have two more cores than the 11900 and only slightly worse single thread performance. Those 10th gen i9s are incredibly good values for budget workstations like it sounds like you want.
