Question about computer usage

I just have a question not a problem, I tried to google it whit no success, so I used a PSU calculator (Power Supply Calculator - PSU Calculator | OuterVision) and there is a section "Computer Utilization Time" so my question is does utilization affect the power consumption? or is it added just for the "efficiency" so when it calculates it doesnt stay 100% usage all the time for x amount of time?
