I'm exhausted, new build - System thread exception

I'm super stumped here. 
I'm ATTEMPTING to do a fresh win10 install on a new PC. I am continuously getting "system thread exception not handeled" regardless of what I try.

The specs on the system are
I9 9900k
ASUS tuf z390 pro gaming
adata 4x8GB 3200
ASUS 3070ti (currently not plugged in)
Samsung 970 pro 2TB

 

So far I've tried:
System as is
XMP off and on
1 DIMM of RAM, each attempted individually with and without Video card
Other random RAM
USB created from Media creation tool
Bootable ISO USB created with Rufus

Windows to go USB created by Rufus

 

Everything gives me the same result, it boots, I get to the load screen, dots start to circle, BSOD, then tears.......

Anyone have any thoughts?

try messing with your csm settings in the bios, disable secure boot as well.
