I recently added another 16GB of RAM to my system going from dual channel to quad channel of 3200Mhz Corsair Vengeance, I used to get a very smooth frame rate across all of the games that I used to play but since adding the second kit I am going admittedly not game breaking stutters but they are very noticeable and frustrating. The kit as far as I can tell is identical in timings and size to the previous one that was installed so I figured that they would be okay however I am still fairly new to the game so was hoping that someone out there with more knowledge might be able to help me out?

Do you know what manufacturers the DRAM modules are made from? CPU-Z will list them under the SPD tab as [DRAM Manuf.]. They could be Samsung, Micron (Crucial), or SK Hynix as those are the top three contenders.

Sometimes, RAM manufacturers will pick a different supplier of these chips over time on the same kit.

System is still technically dual channel, as the majority of consumer motherboards and CPUs are dual channel. HEDT and server hardware will provide quad-channel memory support.

Ah right my bad about the quad channel, as for the RAM manufacturer all of the modules are reported as being Samsung inside of HWiNFO, I did check that as I have read that others have had issues due to different manufacturers.

Alright, try clearing CMOS, as @YoungBladesaid as sometimes RAM needs to be retrained to properly tune everything.

Next thing would be to use DDU and reinstall the graphics drivers to see if this is just a driver related issue.
