would a hp all in one with ryzen 3 3250u (Vega 3)0l good for playing some if the games that I like such as fallout 3 and new Vegas, Fortnite, Xbox 360 era titles it has a 23 inch 1080p full ips display my friend plays warzone on the athlon model don't ask how that sound like magic or eye strain but would it be good for playing this e games and programming

Without knowing what the machine actually has in it it’s hard to say.  Programming, sure, programming is just data entry, though it might be slow to compile. Not “leave it overnight or maybe a couple of nights” slow but not fast either. Games more iffy.  Situationally dependent. The fallouts have a lot of mods, some of which can be really really hard on processing.  You could probably get away with the vanilla fallout3 game though.  Dell all-in-ones are sort of famous for not being upgradable though, so if it’s only got 8gb of single channel memory you’re probably stuck with it. Vanilla fallout3 should be more or less ok, though not super impressive.  I don’t know about even vanilla fallout4.

Ryzen 3 3250U is 2 Core 4 Thread...

 

It's got a Vega 3 Graphics which is powerful as a potato

 

I have played Minecraft with E2160, 4GB RAM, GT210 on lowest possible settings it can score 60FPS when frames are capped, so you could play Minecraft on it with no problem, but CSGO, Fortnite will be much much harder to run and possible not even achieve 60fps on lowest settings possible

So maybe not even fallout3 vanilla.  Approximately equal to a gt430 which is interesting.

I want to buy a hp all in one desktop that's on sale near me $100 off I plan on playing fallout 3, new Vegas, and mostly Xbox 360 era games but I also Play Fortnite I am currently running i5 m540 and a Radeon hd 5450 with a single stick of ddr3 4gb ram so for 600 USD it's about the best I can afford should I buy it

no never get all in ones, you either get a pc or a laptop, a all-in-one is a over expensive laptop that has no portability. just build your own pc for 600 (if you get used you will probly get a better deal, cheack cragslist for parts) and get a used monitor.
