Help me please, I am well aware of Pcs and idk what the hell is happening!!!!

Hey there, I have a gaming laptop that i have Upgrader the ram for and just add two ssd+ a gaming monitor. My specs are Intel core i7-9750H, 32 GB of ram, GTX 1660ti, two ssd and one HHD. I have all my games on my ssd, for example i have attached a clip of in the menu!! Without doing anything and how my fps be dropping. Sometimes I restart and it goes away. Basically i have a 280HZ monitor so i capped my max fps as 285, i get 360+ easyyyyy on lowest setting of the game. But suddenly idk from when it just dips from 285 to like a 60/70ish and goes back up, down, up, down,up and it’s unplayable really, as if am getting only 60s and today was even 30s!!!! I have tried neatly every fps boos video/ fix stuttering vids on YT and still not able to! 
 Just for the recommendations,

 i have tried the easy stuff like making sure my power-plan is correct,

my gpu settings are good,

window update,

gpu drivers update,

Virus scanning from (CC cleaner, Maylwarebytes, rougekiller)

registry editing,

Installed MSI afterburner to monitor what is happening when i am gaming, can’t really decide what is causing this, but i could see like huge difference in the cpu graphs, I don’t fully understand it tbh but i am suspecting the cpu from the graphs, I could  some pictures for you guys later if you need them

  
also i usually Have the game that i am playing and just Spotify on, nothing else.
 

The thing is my Cpu Usage% is usually in the 40s/50s so idk how, and my gpu is usually around 78% or so.  My thermals are really really good, no problem at all, all the temperatures are quite good and have no problem when it comes to thermals.
 Guys please please, i need help i am about to give up, this has been happening for a while now and i am usually able to fix stuff like that but idk WTF it’s that one. Also sorry for the camera quality, it’s not focusing for some reason.

download GPU-Z, start up a game and record what the perfcap reason is and post results here. will give you an indication what is limiting the performance of your gpu (thermals etc)

Damn, the main thing it keeps saying is thrml, so i guess the thermals are fucked then, i thought at first they were good, but I guess that’s it then. Idk what i could do to improve thermals on a laptop though, probably clean the fans and get a cooling pad and a worse case scenario it to add thermal paste or so . 
 Any more suggestions?  I have attached the photos of the thing u said, i did the GPU ans CPU with another app.

These were taken along my Gaming session, so there is time difference even tho ot kinda looks the same. Please leave any recommendations for helping thermals in a laptop
