i have a 9700k oc to 5ghz, red devil 6700xt, and 32gb of ram two different sets tho(2133mhz i could do 3200 but im not sure if it would change anything). and whenever i play rust medium settings at 1440p my fps drops to like 40-50 fps and usually it sticks to like 60-70 fps and when i watch youtube benchmarks alot of people are getting way over this. i dont know what to do

If you can enable XMP and set the frequencies to match the RAM kit, you're going to gain some additional performance that is just laying on the table. 

 

Have you tried to reinstall graphics drivers?

just enable XMP of your RAM to 3200mhz...must do the magic

I'd try that to see if performance increases. What RAM kits do you have exactly that you're trying to mix?? Generally, it is not recommended to mix RAM kits for these reasons and if the kits have different timings, they can be problematic.

i have corsair vengeance rgb 3200mhz and ripjaws v 3200mhz

is your pc booting up when both the RAM's XMP is enabled?

The timings of both kits might be different at 3200MHz. As a result, they will not work as well together at these speeds and 2133MHz is the default frequencies for DDR4.

could the ram speed be the reason im getting lower fps then what i see on youtube?

No, I don't believe the problem here is due to the RAM speed. Have you tried running the system with just a single kit and see if performance increases once you enable XMP?? Just want to see if the other, different RAM kit that most likely has different subtimings are affecting your performance.

im going to try to run my system with just the corsair kit with xmp on
