Windows. Repair not working

Tried starting my pc today, ran in to this problem. Tried troubleshooting - but "Startup Repair" doesn't work "Uninstall Updates" doesn't work, "System Restore" Doesn't work either. What should I do to fix this and run windows normally again?

Some level of reinstall I would think. I don’t know what all they are called and what the effects or requirements of them are. They go from just hit one button to boot off your instal key and rewrite everything.
