Programs and taskbar acting slow or unresponsive(Windows 10)

When I'm opening up or clicking through steam it acts slow or unresponsive with the default windows border around it with "not responding" at the top. Something similar also happens when i'm opening up chrome on my taskbar or rightclicking the taskbar and it would take a while for the thing I need to pop up or it would just freeze. I've tried running an SFC scan, Updated Windows, and using "Get-AppXPackage -AllUsers | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register "$($_.InstallLocation)\AppXManifest.xml"}" in Powershell

What is your RAM utilization at when this happens and/or are you showing any paging to the filesystem?
