Has anyone seen or done this? i know alphacool is legit but this offer seems too good to be true?

How is that too good to be true? If they don't have a cooler already for your GPU, you can send yours in. They measure it and get what they need to start manufacturing blocks.

From a business stand point it makes sense. Give the customer a $50(to them) water block to get the same measurements as buying potentially an $1800 GPU.

 

Edit: Also, it's only good for Europe. You say you live in USA.
