Isn't forge a jar file? If you have minecraft installed, you should already have Java.

this would be the download page for forge. Id also recommend downloading java 64bit

https://www.java.com/en/download/manual.jsp

 

first download and install java

then you have to launch the version of MC you're trying to play. lets say 1.17.1 in this example

then after you launch it, you can download and install forge.
