strange PC behavior (absurd clocks in task manager and random 'kmode exception not caught' errors)

hello! I am currently trying to solve issues on a friend's tower regarding the random BSODs that he has been getting as of late. it turns out that he was getting KMODE_EXCEPTION_NOT_CAUGHT, so I swapped his single 8GB stick of ddr3 for a matched pair of 1gb sticks. no change.

On a related note, task manager reports 8 figure numbers for the CPU frequency. the heck?
