Hey guys, my friends GPU (GTX 1080) is underperforming after he upgraded from a I7-7700K to a I7-10700K, in games like Tarkov and PUBG he gets the same performance, which is about 20 FPS, in both Low Quality and Extreme Quality, which makes no sense, we have already reinstalled everything twice, frewsh windows install twice, and got the correct drivers, my theory is that his PSU is throttling the system, it's a 600W 80+ White, before upgrading the CPU he had no problem

I agree that checking the temperatures is a good plan. The 7700k and the 10700k have comparable TDPs (91 and 95 respectively) meaning that other than power spikes, your power supply should be fine if it was previously. You can make sure that all of your power connectors are plugged in properly. If CPU temperature is a problem then I'd recommend checking your cooler. You may have forgotten thermal paste or to remove a plastic film on the cooler if it is new. Those aren't super likely but they are totally possible.

Given that the two CPUs have different sockets and that it turns on I am assuming that you upgraded the motherboard as well as the CPU. You may want to try updating your bios and checking on your pcie device settings to make sure nothing is wrong. While you are there you can make sure that you have tpm is enabled so that you can install windows 11 down the line 😁

PSU's don't really throttle like that. Like the others, I'd check the thermals first.
