There is a way using a VPN, though Im not sure how the config works on that. If your ISP offers a public IP address then that would also be a route. Just keep in mind that a Static IP or just a public IP might not be available. The reason Carrier Grade NAT exists is because we have exhausted most of the Internet routable IPv4 addresses. I know in some areas of the world Carrier Grade NAT has become standard. If anything be prepared to pay more. Static IP's tend to cost more money, a VPN will cost money. You might even think about renting a VPS and having them host the Minecraft server for you depending on the costs.
